Our tapestries are not beautiful just because of our successes and accomplishments. Our tapestries are beautiful because they are interwoven with our failures, losses and our journey with God. Each lived experience provides a thread of hope that strengthens our resolve. As we come into the knowledge of our purpose, our mission becomes clear – our tapestry was designed to be shared.
Cecilia’s tapestry is a rich fabric that she willingly shares with others. She is a wife, mother, grandmother, and great grandmother. She delights in all four roles. Cecilia is a committed servant leader with a demonstrated history of serving in the field of community supervision as a Juvenile Justice Youth and Family Specialist Supervisor. She is skilled in program development, team building, conflict management, trauma-informed care, cultural responsivity, family engagement, and leadership development.
Cecilia graduated from the University of Phoenix with a Bachelor of Science in Psychology. She received a Master’s degree from Liberty University in Pastoral Counseling and a subsequent Master’s degree in Human Services Counseling: Marriage and Family. Finally, Cecilia began the journey of pursuing a Ph.D. in Psychology focusing on resilience from Capella University, but has taken a pause to obtain her licensure in professional counseling.
As an MCLP graduate, class of 2018, Cecilia embraced the model of servant leadership. Cecilia leads with the value of social responsibility. She serves on the IDJJ Family Engagement Committee and the Trauma Informed Aftercare Implementation Team. She is a designee for the IDJJ Director, serving on The Commission on Children of Incarcerated Parents.
Cecilia is a member of City of Refuge Ministries where she faithfully serves alongside her husband Elder Billy Ruffin, daughter Evangelist Anna Ruffin, and a host of grandchildren who love the Lord. Cecilia’s life is a testimony of what God can do when we surrender our all to Him. His grace towards her was not in vain.
